From my two games, open borders leads to massive immigration which can cause populations to rise faster than you can expand the economy. IIRC I left the Chile borders open in my first playthrough, but in this Persia playthrough I ended up closing my border in an attempt to get the economy under control. That was another one of my attempts to try to get radicals down that may not have worked. One of my provinces ended the game with over 5% English population and over 13% Protestant Religion.
